The civics test was introduced in 2026. Here is what UHR has confirmed, and what has not yet been published.

What the test is

The citizenship test in civics assesses basic knowledge of Swedish society. The Swedish Council for Higher Education (UHR) is responsible for it. It is based on the study material Sverige i fokus, produced by UHR together with the National Agency for Education on the government's instruction.

Who takes it

The knowledge requirement applies, as a general rule, to people aged 16 to 66 who apply for Swedish citizenship. It is the Migration Agency that decides who sits the test. You cannot register on your own initiative: registration opens only once you have received a referral letter (anvisningsbrev) from the Migration Agency.

Format

UHR states that the test consists of multiple-choice questions with one correct answer, that it is written on paper, and that it can only be taken in Swedish. The level corresponds to year 9 of compulsory school.

The number of questions and the time allowed for future sittings have not been published by UHR. The figures of “60 questions in 90 minutes” come from press coverage of the pilot and are not an officially fixed format.

The pass mark

UHR states that the pass threshold is set afterwards, once the test has been held. The August 2026 test was a trial test and the results are published in October. Percentages circulating on commercial sites are not official. The status is kept up to date on the pass mark status page.

The next sitting

UHR states that information about when the next sitting takes place will be announced on uhr.se during the autumn. No date has been published, which is why we display no countdown here. We track it day by day on the status page for the next sitting.

If you do not pass

UHR states that the test can be taken again through a new registration. No published cap on the number of attempts exists; questions about a new sitting are referred to the Migration Agency.

Adaptations

UHR offers adaptations both of the test and of the physical environment, for example for dyslexia, ADHD, another disability or a visual impairment.
