UHR recommends step 2 of the language test for autumn 2029
In its report of 30 September 2026 UHR recommends introducing step two of the language test in autumn 2029. Step three is judged possible in 2030 at the earliest.
On 30 September 2026 UHR reported on the government assignment on the citizenship test (reference 00262-2025, in Swedish). The report contains an updated timetable for step two and step three.
- Step 2 (Swedish reading and listening comprehension): UHR recommends autumn 2029. The government’s assignment is 1 October 2027 at the latest, and UHR’s overall conclusion is that there are no conditions for introducing the step by then. In its interim report of 30 September 2025 UHR proposed autumn 2028.
- Step 3 (oral and written proficiency): judged possible in 2030 at the earliest.
Why
Stockholm University can deliver the reading and listening parts on 1 October 2028 at the earliest, and UHR describes that schedule as very optimistic. A digital test platform is in place at the end of 2027 at the earliest, and the universities need about two years to produce digital tests from the point the platform exists. For step three the particular challenge is recruiting enough assessors.
What the government has said
Migrationsverket writes on 30 September 2026: “The government will consider the recommendation and decide when the new citizenship test in Swedish can begin.” (Our translation.)
What it means for you
The civics test is not affected and continues to be held. The requirement for knowledge of Swedish remains, and for the time being you can show it with grades, SFI or Tisus.
